In spite of the fact that a rocket can transport space travelers into space in under 10 minutes, it takes hours, and even days, to meet with the International Space Station. In spite of being generally shut, the ISS is going at more than 17,000 miles for each hour in a roundabout circle around Earth. Anything moving that quick, regardless of whether in space or on the ground, will be difficult to get.
When they achieve space, the space travelers fire the rockets parallel to Earth to get their shuttle into space. They have to make tracks in an opposite direction from Earth and nearer to the ISS. They can't simply point their shuttle far from Earth and weapon the motors, however, in light of the fact that that would rapidly remove them from scope of the ISS and into profound space.
